We went though almost every model of teething toy and solution, but I’d have to say what works best is Hyland’s, a homeopathic tablet in a milk-based pill. Max loved taking them and never rejected them. For mild to moderate teething he settled down immediately.
We also got the First Years teething beads which he used all the time to chew on and relieve the pain. This worked much better than anything else except our own fingers. When the teething was really bad, we would also give him Baby Tylenol.
